When importing Google 3D Tiles with PlaceMaker there are free usage limits but they are very generous and it is unlikely that a single user would exceed the free tier.
The limits are based on 'root tile' requests. In a typical import session, you might import hundreds of 3D tiles but actually only make one root tile request. So it is unlikely that you will hit the free usage limit for this service.
When importing large areas, the limiting factor is more to do with SketchUp itself, not the Google usage limits. We suggest importing the large area using the lowest resolution of 3D tiles and then using the PlaceMaker Refine Selected Tiles feature to add detail to the main areas of interest. Even if you import hundreds of tiles, this should only trigger a single root tile request.
Currently, customers are allowed 1000 free root requests a month in the free tier. For simplicity, you can think of a root request as an 'import session'.
You can monitor your usage with the Google Cloud console.
Keep in mind that Google may choose to modify their terms of use from time to time so customers are responsible to maintain compliance.
It is expected that Google will notify you by email if they update their terms of use and pricing.
