Hole tool snaps sideways on a cylinder

I need to cut vertical holes around a cylinder made from a profile, but the Hole Tool snaps to horizontal.

It stays vertical on a cylider not made from a profile

  Is this version 3?  Have you tried it with version 4?  We made some changes related to holes in version 4
