The Paint Brush can apply materials to faces using brush strokes. The strength value has no effect.
After activating the tool, hold ALT and click an existing face in your model to set the current material (similar to sampling a material with the native Paint Bucket Tool).
The UVs of the clicked face will also be sampled and any subsequent faces that are painted will use the same texture projection as the clicked face.
