Cost data assigned a materials not transferring

I'm not sure if I'm missing something, but I can't get cost data assigned to the material of a group/component to trasfer to a new group/component which uses the same material.

Some groups that use the material with cost data applied show that cost data in Quantifier Pro, whereas others don't. Each group is on it's own tag, so that doesn't appear to be the issues. I've tried using the eye-dropper tool on the material that has the data applied and transferred it to the group that doesn't and that doesn't update Quantifier Pro.  

Any idea what I'm doing wrong?

  Is the material assigned to the individual faces or to the group/component itself?  Do any of the groups have cost data applied using Object$?  If so, it will over-ride any cost data assigned by material.
