A bug currently present in both SketchUp 2023 and 2024 can cause dialogs and windows to display off-screen and hidden from view. The bug seems to related to the use of multi-monitor setups and affects Windows users only (not Mac).
Fix using Dialog Cascader Extension
The easiest way to resolve this issue is to install and run this extension:

Fix using Windows Commands
If running the Dialog Cascader extension does not work, try the following:
First, click the button that would normally open the dialog and after doing so SketchUp drops focus.
As shown above, the Title bar for SketchUp is dimmed meaning another dialog has focus.
Now follow the steps below:
Alt and Spacebar together brings up the maximize/minimize/close menu on whatever window has focus.
m then selects Move in that menu and changes the cursor to the 4 arrow symbol over the title bar of the dialog (where m is the default in your language for move)
tap any arrow will attach the cursor to the title bar (the other option here is to click and hold the mouse and it will drag it into view, but you risk missing the title bar and grabbing nothing.)
moving the mouse without clicking moves it into view.
Click to finish drops the dialog at that point.
